Ambassador Health Insurance Company was a Vermont based company that began in the 1970s and continued to grow until the early 1980s. Ambassador was considered to be a surplus line insurer which means it wrote policies for high risk individuals. However, you cannot obtain a health insurance policy from them at this time.

Ambassador Health Insurance Company entered into receivership by the state of Vermont in 1983 due to insolvency as the company was mismanaged. The court ordered the company to be liquidated in 1987.

Ambassador Health Insurance Policies

Until its liquidation, the Ambassador Health Insurance Company wrote policies for high risk individuals. High risk individuals are those with cancer, cardiovascular conditions, neurological or central nervous system issues and immunodeficiency diseases. These conditions are considered high risk because of the frequency of treatment and the cost involved with treatment. Duration of these conditions is usually long which also contributes to them being deemed high risk.

However, many of the policy holders and claimants were not covered under state guaranty funds because Ambassador was a surplus line insurer. This means that many individuals will not receive funds due to them.

To assist in the distribution of funds, the Vermont Guaranty Fund was established and collected monies for its Vermont residents to be paid out the monies due to them from the collapse of Ambassador Health Insurance. Policy holders living outside of the state of Vermont were not eligible to receive funds from the Vermont Guaranty Fund.

Ambassador Health Insurance Locations

Ambassador was based out of Vermont. However, the company wrote most of its policies in New Jersey and New York. Ambassador wrote its New York policies under the subsidiary, Horizon Insurance Company. Horizon stopped writing its new policies in 1997 when it, too, was ordered into liquidation. Horizon wrote policies in Arkansas, Florida, Louisiana, New Mexico, New York, and Washington.
